VNeID Application for Electronic Identification and Authentication

The VNeID application, developed by the National Population Data Center under the Ministry of Public Security of Vietnam, leverages population data to provide electronic identification and authentication services. It is designed for individuals residing and traveling within Vietnam.

Key Features and Benefits:

• Digital Replacement for Traditional Documents: VNeID serves as a digital alternative to traditional identification papers, facilitating the development of digital citizenship, digital government, and a digital society.
• Health and Travel Declarations: The application enables users to submit medical and domestic travel declarations swiftly.
• COVID-19 Contact Tracing: It assists authorities in tracking secondary COVID-19 infections and provides timely notifications to the public.

Access Permissions:

By using VNeID, users grant the application access to the following functions:

1. Internet Access: Allows the application to connect to the internet from the user's device.
2. Camera Access: Enables scanning of QR codes on Citizen ID (CCCD) cards to expedite the entry of basic citizen information and facilitate quick travel and medical declarations at scanning points.
3. Media and Files Access: Grants access to photos, videos, audios, and files on the device to store QR code images for verification at citizen checkpoints.
4. Notification Permissions: Allows the application to send notifications to the user's device.

Personal Information Collection:

Users voluntarily input data for medical and domestic travel declarations, either for themselves or on behalf of others with their consent. The collected personal information includes:

• Full name
• Phone number
• Citizen identification
• Gender
• Year of birth
• Permanent address
• Nationality
• Health status
• Place of departure and destination
• Vehicle number plate
• Exposure to individuals with COVID-19

All information is collected with the user's explicit permission through forms submitted to the National Population Data Center.

User Responsibility:

Users are solely responsible for their actions and the accuracy of the information they provide.

Privacy and Copyright Protection:

• Data Security: User data is securely stored by the National Population Data Center and used exclusively for COVID-19 prevention and control, health protection, and disease prevention. It is not used for commercial purposes or to infringe on private life.
• Data Sharing: Information may be shared with health authorities and other relevant agencies to enhance COVID-19 prevention efforts.
• No Other Use: The application developer does not collect or use user information for any purposes other than those stated. They will not disclose information that could harm or violate user privacy according to Vietnamese law or the application's policy.

Additional Privacy Assurances:

• No Location Data Collection: VNeID does not collect any location data from users.
• Anonymity: Users engage with the community anonymously. Only competent authorities can identify individuals infected or suspected of being infected due to close contact with a person with COVID-19 for the purpose of tracing.
