Goatskin is hiding in plain sight, atop the barn next to the Black Horse tavern. To reach him:

1. Enter the barn behind the tailor's shop.
2. Climb the ladder to the upper level. (Remember, this is a private area, so be discreet!)

4. Climb onto the carriage and enter the next barn through the window.
