Bruce Nesmith, a veteran designer of Oblivion, concedes that the game’s adaptive enemy scaling was flawed—even though the remaster preserves this controversial feature. In an interview with VideoGamer, Nesmith reflected on the original leveling mechanics.
Having contributed to Fallout 3, Skyrim, and Starfield, Nesmith noted how Oblivion Remastered’s streamlined progression better suits contemporary players. Unlike the original’s grind—where leveling required repeatedly improving major skills before sleeping—the remake adopts Skyrim’s universal XP approach. He commended Bethesda’s bold revision as a significant improvement.

However, Nesmith stands by his critique of enemy scaling. This system matched foes to the player’s level, creating what he called a "disheartening treadmill effect"—where progression felt meaningless. "World-leveling was a misstep," he stated, pointing to Skyrim’s abandonment of the mechanic.
Since Oblivion’s 2006 debut, fans have modded this system extensively. With the remaster retaining scaling, the modding community has again stepped in to refine the experience.
