Rethinking the Skill System ---------------------------Lead systems designer Kyle Koenig reflected on the first game, noting that characters often became too versatile, diluting the player's personal connection to their character. In *The Outer Worlds 2*, Obsidian has shifted from Skill categories to individual Skills, each with significant distinctions. This change aims to make every level-up and Skill investment a critical decision, allowing for more specialized character builds. For example, players focusing on guns and medical devices can now clearly see which Skills are essential for their build.
Singh further explained that the game moves beyond traditional builds, encouraging a blend of concepts that interact with various game systems. Skills like Observation can unlock environmental interactions, revealing hidden elements such as secret doors or interactive objects that lead to alternative gameplay paths.

The Perks of Getting Experimental
Obsidian has expanded the Perks system dramatically, introducing over 90 new Perks, each tied to specific Skills. Koenig highlighted Perks like "Run and Gun," which benefits players favoring shotguns, SMGs, and rifles by allowing them to fire while moving. Combined with Tactical Time Dilation (TTD), this can create dynamic, bullet-time combat scenarios. Another example is the "Space Ranger" Perk, which enhances dialogue interactions and boosts damage based on the player's Speech stat.
Singh pointed out that the game caters to non-traditional playstyles, such as a build focused on eliminating NPCs. Perks like "Psychopath" and "Serial Killer" offer bonuses for this approach, such as permanent health increases, making it a viable and entertaining option for subsequent playthroughs.
For more conventional builds, Koenig discussed leveraging elemental combat. Players can mix and match damage types, such as using plasma to burn enemies while healing or employing shock damage to control automechs and paralyze foes, or using corrosive damage to strip armor and maximize critical hits.
Singh also emphasized the game's support for experimental builds, including mechanics that reward players for taking risks. Players can construct builds that benefit from taking damage, converting potential negatives into strategic advantages.
The Positive and Negative Traits
Building on the original game's Flaws system, which offered players the chance to gain extra Perk points in exchange for permanent negative effects, *The Outer Worlds 2* expands this concept. The game introduces a system of Positive and Negative Traits, allowing players to choose a negative trait to gain an additional positive one. Examples include "Brilliant," granting extra Skill points, or "Brawny," enabling players to knock down enemies by sprinting into them. Conversely, negative traits like "Dumb" limit Skill investment, while "Sickly" reduces base health and toxicity tolerance.
